ADDC Overview
Established in November 1998, Abu Dhabi Distribution Company (ADDC) is responsible for distributing high quality water and electricity services to all customers in the emirate of Abu Dhabi, excluding the Al Ain region. ADDC’s core business is the planning, design, construction, and operation of the Abu Dhabi water and electricity distribution network.
ADDC’s customer base is comprised of 412,540 service agreements for the supply of water and/or electricity, which is distributed to customers at the 33 kV and 11 kV levels throughout three regions: Eastern Region (Mussaffah and Baniyas), Western Region (Liwa, Silla) and Abu Dhabi Island.
ADDC is a Public Joint Stock Company that provides a regulated service, with revenues allowed by the Regulation & Supervision Bureau (RSB), the entity responsible for licensing and monitoring the performance of all sector companies. The RSB’s oversight of ADDC is done in the interest of customers, and limits are placed on the amount of revenue ADDC can earn in a particular year via the application of price controls that provide incentives for ADDC to improve the quality of service to customers while reducing costs.
ADDC’s license is subject to price control periods which are established every few years. The RSB has already commenced the consultation process with ADDC to establish new price controls that will take effect January 1st, 2010.

ADDC has a diverse set of key stakeholders that we partner with to ensure the success of the business. These include:
The Executive Council is the local executive authority of the Emirate of Abu Dhabi. The Executive Council is chaired by HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. Its membership is formed by chairmen of local government departments, authorities and other members as appointed by the Ruler.
The Abu Dhabi Executive Council is pursuing ambitious economic growth and development plans. These have been described in the Abu Dhabi Policy Agenda and in the Plan Abu Dhabi 2030. The water and electricity sector, of which ADDC is a key player, is vital to the realization of these plans through the provision of the water and electricity essential to support these developments.
ADWEA is a public organization wholly owned by the Abu Dhabi government with a separate legal identity and financial and administrative independence. ADWEA determines all business relating to the formulation, development and implementation of the policy of the government in relation to the water and electricity sector in Abu Dhabi.
ADWEA is the 100% owner of ADDC. All capital required by ADDC is provided via direct equity investment from ADWEA. Over the last few years, ADWEA has permitted increased levels of autonomy to each of its subsidiaries including ADDC. However, ADDC continues to operate within the overall policy framework set by ADWEA, particularly in the areas of personnel, procurement and financial policy.
The Regulation and Supervision Bureau is the independent regulatory body for the water, wastewater and electricity sector of the Emirate of Abu Dhabi.
It has exclusive authority to regulate all companies undertaking activities associated with electricity and water production, transmission, distribution and supply. In addition, the Bureau also regulates the wastewater sector which is responsible for ensuring the safe collection, treatment and disposal of wastewater products. The RSB has the responsibility of granting operating licenses to companies in these sectors, and ensures licensee compliance to the terms and condition of these licenses.
The RSB works with sector licensees to develop all regulation and codes in relation to technical, economic and customer service matters.
TRANSCO is a subsidiary of ADWEA and is responsible for developing, operating and maintaining the high voltage electricity transmission and bulk water transmission networks within the Emirate of Abu Dhabi. Transco directly transmits water and electricity from generation companies to ADDC. As such, ADDC has regular interaction with Transco, both on a day-to-day operational and long term infrastructure planning perspective.
Developers
ADDC’s responsibilities include the planning and execution of capital works projects. Therefore, ADDC has direct relationships with Developers of major projects such as Al Reem Island, Sadiyat Island, Yas Island, Al Raha Beach, Al Raha Gardens, etc. ADDC works in coordination with the Developers during the transition phase to ensure that requirements are met for accepting new assets that are installed into the electricity or water network. This enables a smooth transition and allows for effective handling of water and electricity distribution to these mega developments.
