DCAS general policy is based on its inception law No (13) in 2006, its amendment act No.(10) in 2010,and the executive council resolution No.(20) in 2011 for regulating the work of ambulance services' providers in the Emirate of Dubai .

DCAS provides ambulance and emergency medical services within and outbound the Emirate of Dubai based on its overall strategic plan and in accordance with the best international

standards . The corporation also adopts and implements legislations that contribute to the improvement of the quality level of ambulance services across the Emirates of Dubai , as well as develops the necessary standards for the professional developments for ambulance services workers and provide them with certifications in accordance with international practices.
